Xiao Ningjian, a CCP Official from Nanjing City, Jiangsu Province, Actively Persecutes Falun Gong Practitioners

(Clearwisdom.net) Xiao Ningjian is in his 40s. He is one of the key figures with the 610 Office of Nanjing City, Jiangsu Province, as well as the chief of the Domestic Security Group of the Najing City Police Department. All of his work focuses on persecuting Falun Gong practitioners.

Since the Chinese Communist Party (CCP) began persecuting Falun Gong, Xiao has spared no effort in arresting Falun Gong practitioners. He has remained active almost everywhere Falun Gong practitioners are persecuted, like prisons, brainwashing centers, and local police stations. It is very common for him to break into and ransack the practitioners' homes and arrest them with the help of his accomplices. He uses master keys to open the doors of his victims when they are not home or refuse to open the door. Many practitioners from Nanjing City were mentally and physically victimized by him. His devotion in persecuting Falun Gong has made him a key figure in the Nanjing City Police Department and the 610 Office.

The following are some facts about his persecution of Falun Gong practitioners:

Ms. Wu Shunzhen Persecuted

Ms. Wu Shunzhen, 57, has been arrested many times for practicing Falun Gong. She has been held and tortured in many different places, including the Brain Hospital of Nanjing City, the Qinglongshan Mental Hospital, the Nanjing City Detention Center, the Goudong Women's Labor Camp of Jiangsu Province, and the Nanjing City Women's Prison. Xiao played leading roles in all these atrocities.

In December 2010, Ms. Wu was arrested again when she was distributing materials that clarified the facts about Falun Gong in the Jiangning District of Nanjing. She was then held in the Nanjing Detention Center. Many overseas and local practitioners telephoned, clamoring for her release, after they learned about her arrest. Out of his fear that his crimes might be made public, Xiao lied to the calling practitioners, saying that he had already quit the CCP and promising them that he would release Ms. Wu immediately. As a matter of fact, he had no regret at all for what he had done and refused to release Ms. Wu. Not only that, he pressed Ms. Wu's daughter and mother to keep silent about her arrest and sentenced her to 18 months of forced labor. Ms. Wu is still in custody. Her family is grief stricken over her multiple arrests, and her mother became bedridden as a result.

The Arrests of Ms. Liu Kaimei and Ms. Zhang Yuhua

After Ms. Wu was arrested for the first time, several practitioners from Nanjing went to the detention center and requested her release, but the detention center pushed them around, saying that they should go to the Taowu Police Station in the Jiangning District. Practitioners Ms. Liu Kaimei and Ms. Zhang Yuhua and some relatives of Ms. Wu went to the police station, but were placed under arrest. During their detention they were not allowed to go to the toilet. When Xiao asked the practitioners for their IDs they refused, to protest the unlawful arrest. Xiao then videotaped them. After that, Xiao called someone, saying, “Bring the search warrant with you and also do not forget the master keys,” meaning that they were going to search the practitioners' homes.

Learning about the arrests of Ms. Liu and and Ms. Zhang, many practitioners from other cities called the police station and denounced the arrests of innocent people. Xiao relented under the pressure and released the practitioners.

Ransacking Homes, Intimidation and Coercion

Xiao has been involved in ransacking the homes of many Nanjing practitioners. During his operations, he would break into the victims' home and search every corner for any evidence to charge them and confiscate any materials and computers. He would break in even when no one was home. Arrested practitioners were interrogated by police from the local 610 Office and local police stations, and after that Xiao would jump in. To pressure them to give up practicing Falun Gong, he would torture them with sleep deprivation to break their mental and physical resolve. When the victims refused to cooperate with him, he would fly into rage, threatening, “I will certainly sentence you to forced labor.”

Xiao's harassment is not limited to practitioners. He also pressures and disturbs their families as a part of his effort to persecute the practitioners.

Recent Crimes He Has Committed

Recently Nanjing authorities set out again to arrest Falun Gong practitioners, in which Xiao played a leading role.

At 5 p.m. on May 15, 2011, ten practitioners from the Yanziji District were studying the Falun Gong teachings at the home of Ms. Zhou Liqin, as usual, when Xiao and about 20 police officers blocked all of the exits of Ms. Zhou's home. They used a master key to open Ms. Zhou's door and arrested all the practitioners inside and confiscated materials and laptop computers. The next day five practitioners were released, but five were still under arrest while their homes were ransacked.

On May 16 Xiao and other officers broke into Mr. Zhang Xuefeng's home, arresting him and his wife, Ms. Liu Kaimei. He arrested the couple to make up for being forced to release Ms. Liu after her last arrest. Now Mr. Zhang is in the Xiaguan District Detention Center of Nanjing City, while Ms. Liu is in the Nanjing Detention Center.

Mr. Zhang Xuefeng was born in 1965 and is an employee of the Architecture and Engineering College of Nanjing City, now known as the University of Industry of Nanjing City. His wife, Ms. Liu Kaimei, born in 1966, is an engineer of infrastructure assessment from the Education Bureau of Gulou District, Nanjing City. Prior to their arrests they had been sentenced to imprisonment by the Xiaguan District Court of Nanjing City. Mr. Zhang was sentenced to 8 years in prison, while Ms. Lius sentence was 7 years. After they were released they were evicted from their posts. Xiao's arrest of the couple not long after they reunited was a terrible blow for their child.
