(Minghui.org) Mr. Qin Huaibin was illegally sentenced to nine years imprisonment by the CCP (Chinese Communist Party) for practicing Falun Gong. He has been in Gongzhuling Prison and is in poor health. Prison officials have twice attempted to release Mr. Qin. The Dongchang District Juridical Bureau in Tonghua City stopped the proceedings each time, falsely claiming that local villagers did not want Mr. Qin released.
On June 8, 2014, Mr. Qin's family collected signatures in their village on a petition to get Mr. Qin released. That day alone, 87 villagers signed the petition. The petition is still being circulated.
On the evening of February 27, 2008, while Mr. Qin was handing out truth-clarification materials, he was arrested by officers from the Toudao Police Station in Ji'an City and held at a detention center for six months. He was then sentenced by the Ji'an City Court to nine years and held at the No.10 ward in Shiling Prison in Siping.
Using violence to try to "transform" practitioners on October 20, 2010, the guards beat and shocked practitioners, including Mr. Qin, with electric batons. Guards Jin Ming and Wang Juncheng tried to brainwash them. This lasted more than 40 days. Mr. Qin's injuries are still visible. When his family members went to visit him, the guards monitored them and did not allow them to speak freely.

Since early this year Mr. Qin has had a sore throat and a hard lump in his stomach. He is not hungry, and it is hard for him to eat. He has become emaciated.
Mr. Qin's family received a notification from Gongzhuling Prison, asking them to go to the prison to handle his release on January 24, 2014. After the paperwork was delivered to the Dongchang District Juridical Bureau in Tonghua City, it was transferred to the Jinchang Township Judicial Committee, which followed the persecution policy begun by the Jiang regime. They wanted to earn credits for persecuting Mr. Qin. They lied, saying that neither the village management committee nor local villagers would agree to let Mr. Qin come home and refused to allow his release.
In June, Mr. Qin's family received notification from the prison again, asking them to come to the prison to finalize paperwork for Mr. Qin's release. His family went to the prison again and finished the paperwork on June 3, 2014.
The Dongchang District Judicial Bureau received the paperwork on June 4, 2014. A deputy president of the police bureau by the last name of Li said to Mr. Qin's family the next day: "It is only two months since the last attempted release. Neither the prison nor the Dongchang District Judicial Bureau can act on this again so quickly. Therefore, the paperwork is invalid." She suggested the family get in touch with the Prison Administrator Bureau. She also suggested the family talk to the local 610 Office, since people from the 610 Office had intervened in the case. She then added that she had received many phone calls in favor of having Mr. Qin released. There were about 20 recordings made of those phone calls.
His family went to the Dongchang District Juridical Bureau again on June 6, 2014. A deputy resident of the police bureau said, "The prison has taken this back." Then he told them to go to the judicial bureau, which his family did. Pei, a municipal official, mentioned the recorded calls in favor of Mr. Qin's release. He said that if all the villagers agreed, then his release would be approved.
On June 8, his mother and sister went to Jiapi Village in Jinguang Township, Tonghua City, to collect signatures from the locals. The signing of the petition is still ongoing.
Mr. Qin has been persecuted by the CCP for a long time. His father, Mr. Qin Hengyu, was diagnosed with late stage lung cancer at the Beijing Sino-Japanese Friendship Hospital in 2013. On the morning of April 29, 2013, his father passed away. He had been worrying about his son's safety.
Mr. Qin Huaibin, 44 and a resident of Jiapi Village, Jinchang Township, Tonghua City, had a small business. In 1996, he began to practice Falun Gong and became healthy. He made sure to do business honestly and behave according to Truthfulness-Compassion-Forbearance. When he ran into difficulties, he was very broad-minded and thought of others. When he was asked for help, he would stop whatever he was doing and give others a hand first. His neighbors, friends and relatives appreciated him.
