(Minghui.org) Mr. Li Changan, 46, was a truck driver. Arrested by the police many times for practicing Falun Gong, he was forced into homelessness for five years. He had a car accident in Tangshan City on May 21, 2015, and was arrested shortly after.

Mr. Li was illegally sentenced to 12 years in prison on October 28, 2015, and he is now in Hulan Prison.

Mr. Li refused to wear the prison uniform and to count off during role call on the morning of May 23, 2016. Guard Fu Yuanxi ordered him to go to the office. When Mr. Li arrived, several people were there waiting for him: instructor Luo Maosheng, guards Yi Guangbin and Zhang Dongsheng, and criminal inmates Zhang Jiafeng and Shen Bo.

Luo asked Mr. Li, “Why didn't you wear the uniform or count off?”

“I am not a criminal,” replied Mr. Li.

“You were sentenced by the court,” said Lou.

Mr. Li said, “The verdict was not legal. There is no law in China that defines Falun Gong as a cult!”

Zhang Jiafeng took out handcuffs that Zhang Dongsheng and a guard put on Mr. Li's wrists that were first pulled behind his back. They all then started to punch, kick, and curse him.

They beat him to the ground and kept it up until he was motionless. Mr. Li then said that he wanted to see the prosecutor of the prison.

Zhang Dongsheng slapped him in the face. Mr. Li repeated his request and started to tell everyone the facts about Falun Gong and how good it is.

Guards Zhang and Fu ordered criminal inmates Shen Bo and Zhang Yang to carry Mr. Li to a small cell. Zhang first ordered Mr. Li to change into the prison uniform, but Mr. Li refused.

Zhang ordered Shen Bo and Zhang Yang to tear off Mr. Li's clothing and leave him in his underwear. Mr. Li was then pushed into the small prison cell, his cuffs and shackles were taken off, and he was held there for 13 days.

His daily meal was just one steamed bun. Even though it was cold and damp in Mr. Li's cell, he was not allowed any blanket or covering. Inmate Zhang Yan refused to let him use the toilet.

One day, guard Song Yunpeng saw that Mr. Li was doing the Falun Gong exercises in the small cell, so he kicked Mr. Li in the shoulder to make him stop.

Ten days later, Mr. Li started a hunger strike in the hope that he would be able to see the prosecutor. After three days, he was taken back to the No. 2 ward in only his shirt and underwear.

Guard Song Yunpeng ordered inmate Shen Bo to beat Mr. Li on June 14. Mr. Li was also taken to the guard office and beaten by deputy captain Shi Lei.

Mr. Li had a chance to meet with two Hulan Prison prosecutors on July 26, 2016. They did not mention anything about the beatings and torture but told him that wearing the inmate uniform was a prison rule, and he had to obey the rule. They ignored Mr. Li's reports of torture.

Since the end of May, deputy captain Shi has refused to let Mr. Li use the telephone in the prison to call his family. Mr. Li made a complaint to captain Yu Meng, who just told him to go back to Shi.
